Rules have a Power (R1688), generally from 1 to 3; higher-Power rules have higher precedence (R1482). Proposals have an Adoption Index; higher AI requires more support to be adopted (R955); upon adoption, AI translates to Power (R106), which allows the proposal to amend rules of equal or lower Power (R2140). Proposals with AI < 2 are Ordinary (R106), so players have variable voting power (R2156, R2194). Other proposals are Democratic, so players have equal voting power (R1950). R2142, R2019, and R2177 have rarely been used (R2177 in particular was a safety measure against an invasion that never materialized), so you can ignore them for now.
