It's meant to be a punishment for a criminal offence. You're trying
to use it for coercion, which is an option open to judges in some
countries for civil matters demanding specific performance. We have

You're probably right, zefram. But I didn't see any other sentence
as appropriate for compelling performance of a duty. What sentence
would you have given?
