Any NoV alleging breach by inaction during the holiday, regardless of when the NoV is published. Also, if (the Promotor distributes a proposal / a judge judges a case) in violation of the relevant SHALL NOT, then this would provide no special protection; it relies on at least some players remaining attentive to block scams-by-apathy.
