I'd like to propose some reform whereby we put the Speaker once again
at the forefront of Agoran affairs. I'd like to get a general idea of
what might happen before I get into legislation (also, that two or
three other major reforms may attempt to happen at the same time, and
that would be Bad).

Here are my ideas:

 - The Speaker should be important but not vital to general Agoran play.
 - The Speaker should get the ability to form the Government on a more
regular basis. In accordance, the minimum time after forming the
government that must occur for a coup to go off should be reduced, but
not necessarily also the time between coups.
 - The Government as a whole should carry with it some benefit -
perhaps the Speaker can take some actions with Government
support/without Government objection?
 - If the Speaker abuses power, a Vote of No Confidence should take
down the Government and cause a new Speaker to take control. There
should be no other consequence.
 - When a Vote of No Confidence passes, anyone who was in the
Government at its initiation should be barred from holding a
Government position for a time.
 - Perhaps, given that we are now moving towards assets with no other
significance for controlling the Government, the Speaker should also
be an asset? By limiting the Speakership to active players, a new
Speaker could be obtained, in theory, within 8 days (4 days to
deactivate, 4 days to get the card out of the LFD).
 - The Speaker should carry with it some prerogative-like power that
doesn't obviate the other prerogatives, and is more significant in the
course of things.
 - Perhaps the Government positions should be actual Major Arcana.
 - Playership should be increased so as to actually get enough people
to support this.
 - The requirement on the entire Government being Champions is pretty
lame. Perhaps one or two positions should be held exclusively by
non-Champions.
