I think I agree with you, but note that I did not when I wrote the current version of that clause; regardless of appropriateness, it clearly does not forbid obligating a non-player to do something, as long as e isn't harassed about it outside of Agoran fora. In this case, the Crime of Failure to Apologize is only Class-3, less than the Class of eir original Crime, so theoretically there's no harm in imposing an APOLOGY requirement e might not fulfill.
