Attempt #1: It doesn't.
Attempt #2: You register (send a message to business that you want to
be a player, or that you become a player). You submit a proposal to
change the rules. It's voted on (you vote too). Maybe the rules are
changed. You make a few golems and accumulate some Rubles. No one
knows why, but you can propose a reason. You try to do things that
give you Victory Conditions in the rules, then you win. Inevitably,
you make mistakes, and you (or others) call for judgement on whether
you actually *did*, or just *said you did*. Repeat.
Attempt #3: Who's got the FAQ?
I do, but it's a couple years out of date. I'll probably clean it up
Sunday evening (I'm packing tonight for a weekend event).
