Can someone explain in a one paragraph summary the way agora works?

Thank you.

If you don't like the way Agora is played, propose a rule change. If
you DO like the way Agora is played, propose a rule change anyway.
Note well the critical point of a nomic, that how to change the rules
of the game is defined by the rules of the game. So feel free to tie
the rules into knots, and untie the knots when you're done.

And don't worry too much about accidentally creating a knot that can't
be untied, because that's harder than it seems. In particular, Rule
1698 prevents many difficult knots from being created, while Rules 1551
and 2202 let the players cut through many others by mutual agreement.
