VVLOP is pretty simple at present - read Rules 2389 and 2390. Props exist, but nobody uses them anymore (or has at all in this iteration really - R2376 is a copy of an earlier rule that saw more use), and the only thing that depends on them, Aerocratic Proposals, will probably be repealed.
