The following to my proto-proto.
Amend Rule 2350 (Proposals) to read:
A proposal is a type of entity consisting of a body of text and
other attributes. A player (the author or proposer) CAN create
a proposal by announcement, specifying its text and optionally
specifying any of the following attributes:
* An associated title.
* A list of co-authors (which must be persons other than the
author).
* An adoption index.
* A Chamber
Creating a proposal adds it to the Waiting Room, unless the
author specifies that the proposal should go into the Proposal
Pool upon its submission, in which case it does so. If a
proposal was submitted straight into the Proposal Pool in this
way then that is an essential parameter of the decision on
whether to adopt it. Once a proposal is in the Proposal Pool,
none of its attributes can be changed; changing the attributes
of a proposal in the Waiting Room is secured with a power
threshold of 2. The author of a proposal in the Waiting Room CAN
remove (syn. retract, withdraw) it from the Waiting Room by
announcement unless it is assigned to a committee.
A player CAN transfer a proposal from the Waiting Room into the
Proposal Pool without two objections.
The Deputy Speaker's report includes a list of all proposals in
the Waiting Room.
If a decision of whether to adopt a proposal was resolved as
FAILED QUORUM in the last seven days, the Promotor CAN once add
the proposal back to the Proposal Pool by announcement.
Enact a new Power 2 Rule:
The Deputy Speaker is an office; its holder is responsible for
managing the committee system.
A committee is a structure whereby its members act collectively
to review proposals. Each committee is either standing or
select. The membership of each committee is part of the Deputy
Speaker's report. A member of a committee CAN cause it to act
with the Support of a majority of its members (eir own support
is implicitly counted towards a majority). A committee can incur
obligations and a committee's members SHALL act collectively to
fulfil them.
Location is a player switch tracked by the Deputy Speaker, with
the following values:
- Constituency (default). A player in eir constituency is
unqualified to sit on a standing committee.
- Lobby. A player in the lobby is unqualified to sit on a
standing committee.
- Backbench. Backbenchers are qualified to sit on standing
committees.
A player CAN flip eir Location to constituency or lobby by
announcement. When there are less than three active backbenchers
the Deputy Speaker CAN move all players in the lobby onto the
backbenches by announcement.
When a backbencher becomes part of a standing committee, e moves
into the lobby.
Enact a new power 2 Rule:
A standing committee is a type of committee, temporarily formed
for the review of most proposals. Standing committees have three
members. A player CANNOT be the member of more than one standing
committee at once.
The Deputy Speaker CAN form standing committees, specifying
their membership, and assign proposals to them by announcement,
but SHALL NOT do so except as required to by the Rules. The
formation of a standing committee is only valid if it is
assigned a proposal in the same message and when a proposal
ceases to be assigned to a standing committee the committee is
dissolved.
In a timely manner after each proposal is submitted to the
Waiting Room, the Deputy Speaker SHALL form a standing committee
from qualified players and assign the proposal to it. This
requirement is waived if the proposal is assigned to a select
committee in the meantime. Where possible the Deputy Speaker
SHALL ensure that the author of a proposal is not on a committee
formed to review that proposal.
Enact a new Power 2 Rule:
A select committee is a type of committee constituted by the
persons holding the relevant select committee positions and used
for the review of proposals where the content of the proposal
falls within the committee's remit. When a person is a member of
a select committee as a result of holding more than one of its
positions, e counts only as one member.
When it does not already have a proposal assigned to it, a
select committee CAN assign a proposal to itself by announcement
if
a) the proposal is not assigned to a committee;
b) the proposal is assigned to a standing committee; or
c) the proposal is assigned to a select committee of a lower
rank.
Upon such an announcement the proposal ceases to be assigned to
the previous committee, if any. Members of a select committee
SHALL NOT cause a proposal to be assigned to the committee
unless the proposal unless the proposal falls within the
committee's remit.
The following are the select committees and their remits,
followed by their positions, with committees listed later being
ranked lower:
- Committee of the Whole House, with a remit over each proposal
which is so important or controversial that it could not
reasonably be expected that the proposal would be better
reviewed by any other committee. All active first-class players
in the lobby or on the backbenches.
- Cabinet, with a remit over all proposals not entirely within
the remit of a lower ranked committee. All Ministers.
- Backbench Committee, with the same remit as the Cabinet. All
active first-class players in the lobby or on the bachbenches
who are not Ministers.
- Rules Committee, with a remit over proposals chiefly
concerning rules about rules, the core of the game or
definitions concerning more than one aspect of the game.
Assessor, CotC, Promotor, Rulekeepor, Speaker.
- Decisions Committee, with a remit over proposals concerning
Agoran decisions and the adoption of proposals. Assessor,
Deputy Speaker, Herald, IADoP, Promotor.
- Public Finance Committee, with a remit over proposals
concerning the Agoran economy. Comic Book Guy, Government
Waste, Horton, Herald, Yak Herdor.
- Foreign Affairs Committee, with a remit over proposals
concerning foreign relations. Ambassador at Large, Registrar,
Speaker and all Ambassadors Extraordinary and Plenipotentiary.
- Special Committee for Himalayan Administration, with a remit
over proposals concerning Yaks. Assessor, CotC, Deputy Speaker,
IADoP, Registrar, Yak Herdor.
The above notwithstanding, the Cabinet and the Backbench
Committee have the same rank.
Enact a Power 2 Rule:
While a proposal is assigned to a committee, the committee CAN
amend its text and other attributes by announcement.
For each proposal assigned to a committee, the committee SHALL
do the following within five days. The following requirements
are waived if the proposal is assigned to a select committee in
the meantime.
- Make a reasonable effort to ensure that the proposal is free
from bugs and errors of spelling and grammar;
- Make a reasonable effort to ensure that the proposal would,
if adopted, achieve its stated or implied aims by amending its
text and adoption index; and
- Ensure that the proposal fee is set high enough that the
proposal's author will be suitably recompensed for eir efforts
if the proposal is adopted.
Once a proposal has been assigned to the same committee for five
days continuously, the proposal ceases to be assigned to the
committee and is placed in the Proposal Pool.
Also, enact some Rule rewarding committee members (possibly just standing
committee members) for their efforts.
