Oh dear. I was hoping this wouldn't be anything CFJ-worthy. I agree
that's the discrepancy, and unfortunately that's the border on payouts
in my betting!
Hmm: Rule 2434 says:
> GNP (Gross Nomic Participation) is the number of messages
> published in the public fora in a specified period of time.
R478 says:
> A public message is a message sent via a public forum, or sent

So the Dice Server message is definitely a "public message". However,
R478 goes on to say:
> A person "publishes" or "announces" something by sending a public

But it DOESN'T say that a non-person can "publish" anything. So we may
have a case were an automated message is a public message that was
never "published".
Thoughts, anyone else? My reading would be that "public" = "published"
and the Dice Server message counts, but that's just a first impression.
