Why wouldn't it count?  I sent a message to the dice server.  The
dice server sent a message to agora-business.  The messages were not
the same, because the dice server message contained new information
(the actual rolls).

So the dice server sent a message via the public forum.  Isn't that
the definition of a public message?  What am I missing?
