Oh, that's right.  Maybe e can temporarily [for 1 week?] add Foo-1
to any rule that isn't already in domain Foo?  Or subtract 1 from
any domain for a rule (not below a minimum).

The Herald could also be the permanently-designated judge for any
CFJs arising out of contest conflicts (i.e. acts as gamemaster when
there isn't one otherwise designated).
