Also, I didn't include it in my judgement, but it's easy to make a case that the proposal wasn't properly formatted: most English style guides require an extra opening quotation mark for multi-paragraph quotes. I'm not certain what Agora's preference is, but it is definitely improper by some standards. -- Sprocklem
