Repealing the rule that defines a thing’s existence has not always, and 
reliably, caused that thing to cease to exist.

Case study: all the concerns over outstanding contracts from prior iterations 
potentially springing back into life.

I _strongly_ suspect that repealing the rules defining the Chest as an 
Institution would cause it to cease to be one, but I really don’t fancy 
cleaning up the mess, and being explicit costs very little.
