I don't particularly hate on AP or shinies, but I do hate on having
the two systems - in terms of "growing an economy", it weakens rather
than strengthens.  So if you want an economy, do away with AP.  If you'd
rather have everyone just have a set # of actions, do away with 
shinies and expand AP.

It was a needed kludge when the first economy draft didn't have anything
like a minimum income, and we were nervous that the economy might break
and we needed a backup.  The economy still has big issues but the basic
"spend a few shinies to do things" seems to be working so it's probably
time to retire AP (or replace it with a pend/CFJ w/o Objection mechanism
for backup instead of AP).
