Just as a side note: I never realized it before, but R217's "text of the
rules takes precedence" is actually in direct conflict (potentially) with
R217's later clause: "Definitions in lower-powered Rules do not overrule
common-sense interpretations or common definitions of terms in
higher-powered rules."
By R2240, the later clause would take precedence so it's generally the way
we've been playing - just never thought of it as a direct in-rule conflict
before....
