Yes, it's on purpose that neither patent titles nor the "state of having won"
self-ratify. As part of our long-term history it's better to take our time and
get the facts sorted out. (As herald I once awarded a champion title over
a year late because the winning condition had been overlooked).
It's also why the knock-on effects (eg becoming speaker) are isolated
from the "act of winning" via the champion award (and not the act of
winning) because any CFJ then delays the effects and keeps uncertainty
from propagating in the mean time.
patent titles have been manually ratified a couple times - there used to
be a "report last ratified" date in the scroll but it seems to have been
dropped somewhere.
At least one win was ratified into happening at some point (the "via
ratification" one of course).
