Yep, the initiation is INEFFECTIVE because Tenhigitsune's ship was still engaging in its Space Battle with D. Margaux at the time. (And it was Defeated in that Space Battle, so another attempt would still be INEFFECTIVE.) I believe you did successfully move to Sector 9, though.
