Nope! That was supposed to be part of the joke. Even though it turned out to need to be power 3 to work (which may well cause problems getting it passed), the whole point of this rule is that it's a silly in-joke not to be taken very seriously. That's why, as Aris pointed out, the fine for violating it is only 1 blot. It also serves as a set-up for a future CFJ: does performing an action forbidden by a rule still count as ILLEGAL if the action consists of repealing the rule that makes it ILLEGAL? -twg
