So R2551 (Auction end) is Power-1. Master switches are secured-2 (R2532). So that deleted phrase "Agora CAN do anything" in R2551 was too low power, and never worked to allow Agora to make post-auction zombie transfers in the first place. The thing is, we've had this conversation before, I want to say about a year ago. I could have *sworn* that we patched this at the appropriate power when this came up before, which is why Trigon thought "Agora CAN do anything" was redundant when e deleted it by proposal. But you're right, I can't find what that fix was in the current ruleset - some more archeology is clearly needed here. -G.
