I think the right phrasing might be along the lines of "A message is not assumed to be sent to all players solely due to it being sent via a discussion forum"? "A message sent to a Discussion forum cannot be public" means if you send a message to both DIS and BUS, it might stop the the BUS copy from being public (there's at least one precedent that a message sent simultaneously to two fora is still only one message - i.e. if you send an action to BUS and cc OFF, you only perform the action once). -G.
