I'd argue that ribbons are actually a lot more like switches than assets:
- You either have one or you don't
- You can't have multiple of a ribbon
- You can't transfer ribbons

They're obviously not a perfect fit for either, so you have to do a bit
of shoehorning either way, but I think switches are a simpler mapping
than assets are.

Ribbons are currently tied to the switch system because it is seen as a stable way to do things. Assets have been repealed since ribbons were enacted but switches haven't. My personal opinion is that it isn't a great fit for either and would probably be more enduring as just property of persons, though there may be issues in making that look elegant.
