Gratuitous arguments by G.: Just a historical note, on a couple occasions when the judicial system broke down and left an obvious forced injustice, the injured party was made whole via a proposal. A person can always "formally" submit a proposal calling for eir exoneration (unless the punishment forbids proposal-making), which would essentially be the same voters as a formal Moot.
