Currently, the only way for a pledge to be destroyed is either a) for it
to expire, which considering most pledges have a time window of 60 days,
may be long past when the pledge has actually expired, or b) for the
Notary to destroy it without objection, which is also slow and creates
more work for the Notary, who happens to be me. This is a proto to fix
that.

Amend rule 2450 "Pledges" by replacing the second paragraph with the
following:

    The time window of a pledge is W days, where W is the value
    explicitly stated by the pledge, or 60 if the pledge does not
    explicitly state a value. A pledge ceases to exist either a) at the
    end of its time window or b) when it is no longer possible for it to
    be violated by its creator, whichever comes first.
