From R105:
Any ambiguity in the specification of a rule change causes that
change to be void and without effect.
This has been interpreted very strictly, for example saying that including
a revision number in a rule change is enough to invalidate it, even if
it's abundantly clear in terms of intent what rule is being referred to.
