There's no such thing as Ministry Impact. So this clause just doesn't do anything. It's supposed to refer to chamber, I forgot to revert it during the editing process. It's an easy fix, and doesn't impact anything else so I feel like it shouldn't sink the proposal, but I wanted to own up to it. Sorry about that!
