Well, I think we're allmost there. Simply close ports 27000 and 27500 to 
prevent the server from going online. After that, the server may receive 
it's necessary data, but without going online. I think that you should be 
able to play localy quiet soon... if not, just drop a line...

Well, I tried following:
I connected pcs directly by cable. No internet.
I ran dm game on one and tried to connect with other.
bat master server name.
Then I tried it with internet enabled on both pcs. They are in small
subnetwork - only three pcs (only two are mine).
I'm using sunbelt kerio personal firewall and I enabled port for
masterserver - because when I start dedicated server, it'll send
heardbeat and receive something.
When I disabled interned and ran dedicated server, it said switching to
no master mode or something like that.
I can't disable internet on only one machine without cutting it of network.
