I think the NOTICE file for the binary distribution still can, and
should, get a bit more cleaned up.
There definitely still are notices which IMO need to be checked for if
the really are needed.
As I mentioned in my earlier feedback, all should be properly
reviewed, at least more than just the *examples* I pointed out...

However, I don't regard these as blocking issues, nor did I see new ones.
So I'll vote +1 :)
