I don't defend the "logic". In the ACT the Archives Act relates to documents in the ownership of the government. Legal opinion was that the hospital (government) owned the films and therefore they were subject to the Act.

IF THE OBLIGATION TO ARCHIVE FILMS IS LAW, WHY DOES IT SEEM TO APPLY ONLY IN THE PUBLIC SECTOR? THE PRIVATE SECTOR SYSTEM OF ISSUING THE FILMS TO THE PATIENT IS MUCH MORE COST EFFECTIVE. SCAS.
