John, you make a good point, if the
user/admin is sufficiently determined then they can use Mono on Windows. OTOH the .NET Framework is already there on
most Windows machines while Mono has to be installed. Tibor From:

serialization code between the two implementations is that Mono will also run
on Windows. So there isn't as much concern of which platform it runs on as much
