John, you make a good point, if the user/admin is sufficiently determined then they can use Mono on Windows.

 

OTOH the .NET Framework is already there on most Windows machines while Mono has to be installed.

Another thing to consider when looking at the differences in serialization code between the two implementations is that Mono will also run on Windows. So there isn't as much concern of which platform it runs on as much as there is concern about which CLR it is run under.
