site-book.xml is a nasty thing that Stylebook inflicted on people. The idea
was that the pages that were not included in site-book.xml would not get
generated. This has the nice effect that the site wouldn't have broken
links, but had the negative effect that your site would be missing links.

The Anakia concept attempted to improve on that idea by giving control over
each of the projects with regards to the project.xml file. There is one
"master" project.xml file and each project has the *option* of defining
their own project.xml file with whatever links and content they want in it.
The opposite of the option is that you can just inherit the master
project.xml file. The contents of the project.xml file are what are used to
generate the side navigation for a particular project. So, if you think of
the jakarta-site module as a "project" itself, then it has its own
project.xml and you can make your own for your own projects.
