All of the xml project definitions which have nested projects have been
normalized.  Example: xml-xerces.xml.

General rule: all of the cvs and module wide information (e.g.,
description, url) goes on the outside.  Any project (or target by your way
of thinking) information goes into project tags.  The module is named after
the cvs module (unless you want to override it on the cvs element, but that
is not recommended).  It is quite OK for the module to be named the same as
a project (target) contained within it.
