Thinking about this some more:  there are cvs modules with multiple
build.xml-style files, not simply a single build.xml file with multiple
targets.  So a module/project mapping seems to be a better fit.  Unless
anybody has any final thoughts on this, I'll probably get started on
converting everything over tomorrow.

P.S.  Putting the descriptors in the various projects was my original goal,
but my current thinking is that the next step is to actually make a project
out of the combination of jjar and gump and whatever jvz is currently
working on and make the initial set of committers contain representatives
from the various Jakarta projects (first order approximation: the current
PMC).  Then we can move on to a third stage once the DTD for the project
descriptions becomes stable.
