It definitely should not be mandated. The Ant committer(s) are not in
favor of the name attribute on <project> and it may very well disappear in
Ant2.
Also, one of the reasons the project name has been used historically is the
way to reference the Project object in the <script> task, but that has just
been modified so the project name is no longer needed in that context.
