For the engine to run that much faster, it has to be getting air and fuel.
With carburetors the air going through the carb venturi is what sucks in the
fuel so the butterflies almost have to be open when this happens.  I would
be checking on whatever should be closing the butterflies.  Like the return
springs or maybe a broken or disconnected link on the Webers.
