Will- Something is wrong. I've gotten as much as 30-something MPG out of my 164, and it routinely gets in the high 20's. Could be lots of things, but I'd start with a new O2 sensor. Is the temp coming up to where it should be (about half way)? If not, you probably need a new thermostat.
