One thing I don't think anyone else has mentioned -- is it possible that the car in question has a performance chip in it? I had one in my '91 L and now have one in my '91 S and it had negative effects on both car's mileage. I haven't had the S long enough to say for sure but my impression is the car is in the low 20s at best, highway, and the L I know dropped from about 30 mpg to 25 mpg when it was chipped.
