One thing I don't think anyone else has mentioned -- is it possible that the
car in question has a performance chip in it? I had one in my '91 L and now
have one in my '91 S and it had negative effects on both car's mileage. I
haven't had the S long enough to say for sure but my impression is the car is
in the low 20s at best, highway, and the L I know dropped from about 30 mpg to
25 mpg when it was chipped.

I drove a '95 164LS from new up to 90K miles. 15mpg is a little low. What I
saw
n mixed Silicon Valley traffic with a heavy foot was low 20's and sometimes as
ad as 18 or 19. Pure highway driving @ 70mph was around 28mpg
(BTW: Is it really a "modern" car? <g> )
