Check your fuel filters and make sure the fuel line is not obstructed. In my experience, a fuel pump either works or doesn't; when it's croaking it makes a couple of death rattles and goes out almost immediately. The pump should go on when you give it juice, then engine does not need to be started first - how would that work, other than fumes? The fuel pump is loud, sounds terrible, and seems to be independent of whether the car is started or the engine is loaded. I'm assuming the fuel pump is toast because even though it seems like it's going full blast, the engine is being starved. The strange thing about this is that the pump turns on when the battery is connected; before the key is even in the ignition.
