I'm in California and the insurance laws also require recent sales to
establish value. At the time, her insurance company came up with a value of
$2000, based on the two sales they could find.

I was able to get her insurance company to pay for an independent appraiser,
who established the value at $7000. I gave the appraiser a long list of
modifications and upgrades, e.g., Campagnolo wheels, Koni shocks, Ansa
exhaust, etc.  Her insurance company then paid for the repairs. Maybe there
is a similar law in Washington.
