Doesn't sound like water pump failure ... usually you see an antifreeze leak as the first indication or is the bearing is going out a high pitched squeal.
Someone indicated a belt throwing of rubber ... a visual check should confirm that. The other possibility . are you sure the black stuff is not oil.
