Joe, Be advised on 94-95 Alfa 164 there isn't a brake light relay (only on 91-93 models). Is your dad's LS automatic? If so and gear shift will unlock when brake pedal pushed then fuse and brake light switch good. If you have to push manual override through little hole in console side carpet then potted shunt in switch wiring probably bad and needs to be cut out and wires spliced together. If manual 5-speed you don't know if shunt is bad. To test switch you have to bypass shunt but first to see if shunt good locate white-red trailer wire under battery cover in trunk. With pedal pushed if you have power there then fuse, switch and potted shunt good. If not I would bypass shunt and try again if now power at trailer stop light wire and still no brake lights you have to trace wiring back through instrument cluster as it feeds the power to L/R and center brake lights.
