Have you considered a tap & die set? Chasing the threads on a fastener
shouldn't cause it unnecessary loss of metal, as the brittle "other
stuff" should come off preferentially, and possibly exclusively. Just
my thoughts on it. Using carbon steel tools should be sufficient
instead of the fancier grades of steel, as you aren't really interested
in cutting all new and perfect threads. They should work long into the
realm of "too dull for cutting fresh threads."
