Bruce, I would think that water in the gas tank would give you an either on or off situation. Too much water and it quits immediately.
Except for the low pressure light not coming on, this sure sounds like a fuel filter issue. When it idles does it gradually die from idle, or just when you give it more throttle? Have you tried taking off the fuel line at the SPICA to see if it is getting gas there?
