Stefano, I've never seen this particular problem and it is quite mysterious.
So when the headlight switch is set to 1st Position, you read 13.3v at Fuse #5 (Trunk, hood, dash, parking, and side lights). and at the 2nd Position, you get 12.2v. The voltages sound like they should light the lights. You did this test with the fuse removed. What voltage readings on the two ends of the fuse do you get with the fuse in place? Did you check the other lights on the circuit to see if they went off when at the 2nd Position ? My first thought is that the fuse box is the culprit since a whole circuit is affected. Check all the wire connections on the back of the fuse box to make sure that they are clean and bright. Next look at the fuse holder tangs to make sure that they are clean and bright. My other idea is that something is going on inside the headlight switch such as old grease/dirt/schumtz on the electrical contacts. Might be that the electrical connection for Fuse #5 at the 1st Position are not the same ones when at the 2nd Position. I believe that you can open the switch for an inspection and a cleaning.
