My understanding is that the collapsing section of the steering shaft is
inside the column, not the joint between the column and the rack. As I have
said, I would not hesitate to weld the joint and have done so. IMHO, it is
safer to weld the joint than to leave it or even replace it with another
used joint.

IMO you have it wrong. The angle of the steering column is very steep. Who
knows where it will pivot in a big front end collision but there must be a
50 % chance that the steering wheel will move away from the driver. The risk
from being impaled on a steering column is when driving cars with forward
mounted steering boxes. That is why they were moved back to the bulk head.
Rack and pinions are even safer.
