Greg,

I've seen this happen before especially associated with light bulbs.  Even
though you get continuity with the brake light switch via the ohm meter,
the electrical contact area (physical contact area) within switch is not
large enough to carry the 12v necessary to light the bulb.  If you can,
spray some electrical contact cleaner inside the switch.  If you can't
clean the internal contacts, a new brake switch is needed.
