Hi John, Joe and Brian have given some good advice. The only things I would add would be
1) My experience with my '89 L-Jet Spider has been that when the battery is low, the ECU does not function properly even though the engine will crank. Try augmenting you battery with a jump start from an running car. It's a quick and simple test. I have spent many hours/many times troubleshooting starting problems on my Spider only to find that jump starting it solved the problem (and then either replacing an old battery or shutting off the interior light switch!) 2) If that doesn't work, disconnect the fuel line while cranking the engine. Are you getting fuel out? I don't know if 9V is enough to run the fuel pump. But who cares? Brian and Joe are right - why is it so low? But it could be due to the battery voltage drop due to the starter motor load. If you are getting fuel, that's not the problem. If you're not getting fuel, that's the problem and time to troubleshoot the next step. 3) Have you confirmed you are getting spark?
