If it has 2 levels, it is a "Go / No Go" Feeler gauge. The first level is the advertised thickness, the no-go step tells you when to stop.
The feel should be snug on the "Go" step. It appears to require calibration. You set it against a cam follower, so the reading occurs at half the follower's diameter. The very tip of the feeler mikes at .3mm. The rear-most sliding scale has a vernier and is adjustable.
