Network Manager 0.7.x added support for DSL modems. In order to set up a DSL connection, you need to use "Edit Connections", click on the "DSL" tab, and create a new configuration.
As I don't have a DSL modem present, I can't really test it myself, but I've verified that the "DSL" tab exists and seems functional in both Jaunty ( NM 0.7.1~ ) and Karmic ( NM 0.8~ ).
