Fixing this bug needs fixing of other severe bugs! One of them: Bug #255008 is marked as "won't fix". There are a lot of duplicates and it is reported to affect lucid lynx as well (even if filed against intrepid ibex).
Shure every one's bug is the most important (I'm no exception :o))), but this one affects basic keyboardmapping in X-environment. The keyboard up to now is the main interface to do things on a computer. Not properly working keyboard means not properly working ubuntu!
